Abstract: Education is the backbone of a nation and one of the key indicators of acountries growth and developme nt. An effective higher education sector providesthe country with a globally competitive workforce which facilitates economic growthand development. The higher education system in India has grown in a remarkableway, particularly in the post-independence period. Education as a service industryis a part of globalization process and under the umbrella of CATS, 1vhich has removedall trade barriers in higher education and makes it a global commodity. The WTOnegotiations and commitments made by the government of India in 1995 have hadits positive impact on the service sector where India has its core competence. Theobjective of GATS & WTO negotiations is the expansion and progressive liberalizationfor that purpose they maintain a multilateral framework of principles and rulesfor promoting growth of all trading partners including developing countries.
