| Abstract: | The article is anchored in the widely held belief, supported by numerous studies that the taste of real democracy lies not only in periodic free and fair elections. Even though elections are a necessary pre-condition, every citizen must have an opportunity to avail him/herself of quick, inexpensive and impartial redress of his/her grievance arising during interaction with a governmental functionary at any level. |
