Abstract: Ever since the idea of a nation state took root especially after the "peace of Westphalia", safeguarding the nation's security in all its aspects has been a primary responsibility of the state in whatever form it is constituted. Democracies are accountable to the people for safeguarding the individual, collective and national security and even total itarian regimes do not survive if they fail on this account.
