Abstract: The existing internet architecture becomes insufficient in meeting the demands of exponentially growing dynamic customers worldwide. This scenario is in need of higher channel capacity and efficient congestion management techniques. It is observed that the existing methods and approaches are becoming inefficient in managing current trend of communication and congestion. In this paper, we propose a method based on a novel metric known as “stochastic rate controlling factor.” This metric is devised to measure the performance of the rate control components and in turn control the congestion effectively. The proposed system is validated and demonstrated through a system simulation approach.
