Abstract: This paper gives an idea of culture and effect of culture over the competencies of the individuals. It is an attempt to understand the concept of competencies in the light of culture, this paper analyse the misconceptions about performance measurements of · migrating employees also known as expatriates. To study the reasons for failure of expatriates. To develop an understanding about the mechanics as well as various conceptual techniques to develop cultural competence among the employees - the effect of cross cultural training on expatriate adaptation process of new culture. This paper also attempts .to suggest ways to reduce the problems .of expatriate. The current study also signifies the importance of maintaining a competitive advantage in the highly globalize competitive world by adaptation of cultural competence in the business as well as the human resources of the business. The current study is divided into three major segments that is - firstly, it discuss the importance of culture competencies in an individual and his/her performance management processes, secondly it signifies the importance of culture to attain competitive advantage, and thirdly it lays importance for the development of better programmes for the management of human resources of a multinational firms and especially those who are on a foreign assignment.
